Each one should keep 2 elais and the number of padayal can be even or odd depending on family customs. Mostly in Southern parts they keep even numbers I guess and in other parts it is odd numbers

The single hand rules doesn't apply for very young kids and older people like my mom who cannot physically do it or finds it challenging .. There is no green rice as per our family tradition.
