During WW2 movie effects department made scale models for some training films and one of the largest was a topagraphical map were parts of Japan for bombing missions. There was even a scale streets and neighborhoods put on top of an aircraft plant early in the war to throw of photo reconnaissance missions in hopes it would fool an enemy over California....
Any one remember the story of "If a millimeter where a mile"? They came out with this story to scale down the universe so that people can really understand how immense this is. This exhibit immediately remind me of that.

Hardly, the tallest Godzilla ever would be less than 4 inches tall when built to this scale. If a 6 foot tall man stands on this model, he could be a monster that is close to 1.375 miles tall!

That never happened as the skyline is of 1992; you can see them at the bottom left corner at 1:08.
It said it contains buildings from up to 1992. The world trade center was built in the 70s.
