Does the feather growth time also apply to cockatoos? I used to live with my boyfriends moms white cockatoo that has a plucking problem because her friend recently died and I'm concerned about when her feathers will grow back

Yes. Plucked feathers grow back, however, parrots with plucking habits tend to pull them back out as soon as they grow back.
