Ex-Post Office executive Angela van den Bogerd refuses to apologise for role in Horizon IT scandal

  • A former top Post Office executive has refused to apologise for her role in the Horizon IT scandal, insisting: “I didn’t knowingly do anything wrong”.
    Angela van den Bogerd began her evidence to the Post Office Horizon IT Inquiry by saying that she is “sorry for the devastation” wrought on subpostmasters and their families.
    But when pressed by Inquiry counsel Jason Beer KC, Ms van den Bogerd insisted she had been unaware of critical flaws in the Post Office’s IT system.
    “You make no concession or admission that you did anything wrong”, said Mr Beer.
    Ms van den Bogerd replied: “I didn’t knowingly do anything wrong.”

      I would require she repaid all her bonus payments and that she relinquishes her Pension as well as never being allowed to be in any position of responsibility ever again.     So she wasn't doing her job if she didn't know these things, so what was she getting paid for ? It was convenient to not notice vital E mails, & to not know departments of the organisation of which she was in charge. It seems that all those in leading roles in the Post Office were incompetent & unfit for their jobs, & that they were all equally forgetful !!

    She got an email 1 month, then another 1 day before being involved in questioning a subpostmaster regarding the remote access capability of Fujitsu. When it was suggested that "someone" else had accessed the account, all she said was that the Post Office couldn't do that, but didn't think it relevant to say she had been informed that Fujitsu could!! Unbelievable.

      The judge in the civil case, Fraser J, called her out in his judgment and said that anything she said in evidence was not worthy of trust and discarded all of her evidence unless supported by documentation.

    I’m confused I’ve watched bits of this enquiry and I’ve watched the film I’m left wondering why did Fujitsu change the amounts in post masters accounts I know they did but why? Also where has all the money gone that the PO made postmasters pay that they did not owe?

      My understanding is that the Horizon software created false shortfalls which meant Horizon automatically locking down the system for a period. Some SPM’s were juggling monies to make up the shortfall in order for next day business to continue. Horizon technicians were covertly accessing the SPM’s accounts overnight to manually override the software bugs. This was done so as not to alert that the Horizon system was flawed and not fit for purpose. This was then covered up by Fujitsu and POL who consequently followed their own policy on criminally investigating SPM’s for the apparent shortfalls and money juggling in the absence of any formal acknowledgement that the software was creating the problem. In other words, there was no actual money lost despite some SPM’s paying off bogus shortfalls to POL as a means of avoiding prosecution and potential jail. I don’t know what POL did with this money. Perhaps it was used to pay management bonuses!

    Her "apology" (before Jason Beer KC begins to probe her witness statements, stating that there is no 'apology' within her witness statements) is HOLLOW ... just like the "apologies" of the other PO executives / prosecutors / counsels who have been questioned by Mr Beer during the course of the Inquiry. I'd go as far as to say these 'hollow apologies' are actually an insult to the sub-postmasters / sub-postmistresses (and their families) affected by this appalling scandal.

    This is the line that all of the senior POL management will take. Fujitsu corporate have already signalled that they will hold their hands up - while demonstrating that Post Office board was the originator and prime mover of the conspiracy. So senior POL may have been advised to take this line and to 'style out' questions regarding their own conduct. But that is a very high risk strategy for the individuals involved here to take at the inquiry. Candour, or the lack of it, can be the thing that makes the difference between serving jail time and a non-custodial sentence for individuals who will later face prosecution.
