It becomes unconstitutional when the State knows there is little to no benefit to the community and the actual intent is something else (such as revenue generation).

I am a veteran who just moved to Georgia from Texas. I paid SEVERAL HUNDREDS of dollars to register my truck and travel trailer-even after I told the lady that I am a 100% disabled veteran. It took several weeks; but a different employee and the supervisor corrected the situation. I was issued a refund for my truck and finally, my plates. Also, my registration for my trailer was definitely NOT 'just 20 bucks.' It was $172.56; and that was the renewal. The first registration only lasted for 3 months before I received a renewal notice 🥲😒
@@Black-ig6vh I’m the widow of a 100% disabled marine. I paid 1800.00 to register my truck, 1200.00 to register my Prius, and 1600.00 to register my Miata. Who gives a crap if it’s only 20.00 a year? It’s EXTORTION PLAIN AND SIMPLE!!!!
I applaud ANF for this exemplary investigative reporting, which excels in engagement and informativeness. Pursuing this investigation demonstrates dedication, and the ensuing changes are welcome, considering the astounding yet disturbing revelations.
How about this: Local police municipalities cannot enforce traffic on interstates. Only county and state. Just because you annexed 1250 feet of interstate should not give them carte blanche to steal money with no regard for true traffic safety.
The interstate belongs to the Federal Government. First priority belongs to the US Military. As it happened once in Kentucky, a military convoy was stopped for speeding and there was a lead and tail vehicles were equipped with Blue Beacons. Well the convoy was on a timetable to get from one base to another. Well the sheriff was being a loudmouth towards the officer in charge to the point that he called MP's who arrested the sheriff and took him prisoner with the convoy. He was held over a month until he was found guilty by a military court for interfering with a military operation. As for the camera issue, the city of Columbus Ohio banned them since there was a private company profiting from the camera citations.
If you drive through multiple states you get to see just how out of control police have got in Georgia.. you don’t see much revenue generation in other states but as soon as you cross that Georgia line they want that money!
I can’t speak for those other towns but you need to look into Kennesaw. You never see the police there do anything other than running traffic enforcement. The real scam happens after you are issued a citation. The magistrate is contracted by the city to over see their traffic court. The magistrate is actually a Cobb county superior court judge that is paid by the city of Kennesaw directly to run their traffic court twice a month. So there is a very clear conflict of interest for the judge. It makes fighting any ticket almost impossible.
A conflict of interest is when a party has a benefit in ruling one way or the other. So if the judge owns a company and it's competitor is on trial, it would benefit the judge to not rule in favor of his company's competitor. What interest is in conflict in your example?
@ Are you learning disabled? Not trying to be funny just asking since you can’t grasp how a judge who is contracted by a city to run their traffic court has an self serving interest to rule in favor of the city cops ticket after ticket to ensure that his contract is extended by the city next year. A judge who was contracted by the city and tossed frivolous and excessive tickets, ruling against the city isn’t likely to get a contract renewal.
@@MiddlePath007the judge being selected by that special arrangement means that he _knows_ he needs to rule “Guilty” most of the time or the city will simply quietly fire him and replace him with someone who will. This is as opposed to the regular situation where there's a clear legal procedure (such as election) for choosing the judge.
I live between athens and jefferson, state troopers , jackson county police , arcade police , and the DOT , it's probably one of the worst roads for law enforcement ticketing. Ridiculous
In old europe, robber barons were officials who set up traps on well-traveled ways, and made up fines on travelers in order to profit from legal plunder. That practice is still normal, in local police departments today.
I have been a driver for 23 yrs and my first ticket was in South GA, I-75. A car suddenly braked in front of me in the middle lane, so I moved to left lane pass the car. Then went back to left lane, then boom, I got pulled over. I was told I did 85, so I got 270 dollars fine. Went back to FL, then I got a superspreader fee, and a court date in GA. I was like this might be a joke, a couple of weeks later I got notification that I missed my court date and now have additional 325 dollars fine plus my license was suspended. Paid everything and still insurance jacked up my rate like crazy because of the ticket and my license. The whole experience was insane.
This is why southern states are so poor. Taxes are low, but they make their money by fining and fee-ing mainly the poor. The rich never understand nor care what happens to poor people.
@JamesBond-fo6ow Defund the police was brought about because our police forces are armed better than most armies, and often violates the constitution, using their arms as leverage.
The SCOTUS has said that over policing violates the constitution. Over policing occurs when the State is motivated to enact or enforce laws for purposes other than the enhancing the peacefulness and prosperity of the community. Constitutional law, not state, not local.
A huge clue about how prevalent this is simply the fact that Georgia has so many counties. There are 159, each with varying degrees of competence, ethics and organization.
There's also the city hood movement, GA have way too many cities. Oh no! I would say that Georgia's main problem is that they have way too many cities. When they're clearly not cities. This means it costs more to maintain these areas. Personally, I think cities should only be metropolitans. If they are not a statistical Metro then they are not a city, they're a town. Georgia should at least divide it into three distinct areas Cities, Towns, Villages and should delegate these three distinct qualifications as what municipality role they can play. Most of these areas should be considered an unincorporated areas. I always thought it was weird how like Georgia has cities that are less than even two square miles. And that you can grant city hood for under a thousand people. Absorbing counties won't really do anything with that. There was talks about making some counties combine. They haven't done that in a long time, a few years ago. When you look at these towns that they mention they don't have enough population to tax.
This is the way every local law enforcement department operates throughout the entirety of the country.. they are revenue generators.. in the supreme Court ruled a few years back that law enforcement in the United States has no duty or legal obligation to the life or safety of the people.. they are just here to make money how do you think they keep getting raises every year and get their pension paid for and their free health insurance? Also how do you think that your local city or county or town manager gets paid six figures? It's all by extracting wealth from your local communities law enforcement in the United States should be ashamed of the fact that they are oppressing hurting and taking advantage of their local communities
@@KCH55or we could just stop having so much bloat in government especially in the local level, look up your local city or town or county employees they get paid a lot of money and free health insurance and a free pension just like law enforcement.. get rid of the welfare queens that call themselves government employees we have way too many..
The way to prove that it's a revenue scheme is not to cap the city's take at a percentage but at a dollar amount. Then sit back and watch how many less tickets get written after the cap is reached. We call it, policing for profit. Thanks for the investigation.
I got stopped in GA once. Asked the officer if he wanted my bar card and told him he was being recorded. He looked at me an said have a great day. 😂😂😂 I’m not a lawyer but he didn’t know that. 😅
We have a constitutional right to a trial by jury for any civil or criminal charges of $25.00 or more. So if everyone who gets a traffic ticket would go to court and simply tell the traffic court judge "I want a trial by jury" the judge has no choice but to bind your case over to a trial by jury. This would over whelm the courts. I have requested a trial by jury 3 different times and each time the traffic citations were dismissed because the courts dockets are too full with other cases like domestic abuse, DWI, theft, and such.
Unfortunately not. SCOTUS rules that "petty offenses" with charges facing sentences of less than 6 months aren't entitled to a jury trial. BALDWIN v. NEW YORK, 399 U.S. 66 (1970) en.m.wikipedia.org/wiki/Baldwin_v._New_York
😊 Thanks for the info. I have only lived in Georgia for 6 months, and have not heard of half of the cities/towns people are saying should also be investigated; but you better believe that I am writing them all down. Not trying to get caught up in the mess 🤷🏽
Not so they collect enough revenue to run these counties minus highway robbery through our current taxation system. Which by the way has encreased over a rediculious amount as well in georgia. This is being done to create larger government, larger buildings, HUGE SALARIES MOSTLY, more policing with more officers, along with over inflated municipalities. It is time for everything to be cut back to a reasonable limit.
🔴 I love the title of this video... This is what happens when $$ Financial gain $$ becomes the focus of law enforcement instead of "Serve and Protect" - Human nature always takes over in the absence of systems of checks and balances and vigilant oversight and the adage "absolute power absolutely corrupts" becomes true. I think the existing regulations of no more than 10% from speeding revenues should go to the police department giving out the tickets should be applied to every police department everywhere, and speed cameras should be owned by the cities NOT private companies and the same 10% rule should be applied to them as well.
In Cartersville, Bartow county police target my husband and his co-workers (all work for a cab company) all the time citing tickets for false reasoning. They gave my husband 2-3 citations this week by the same cop smh. Straight harassment for a quick buck

What was the false reasoning? If you make a claim, defend it. This whole video was about speeding and some expired tags. Both are illegal and simple to avoid.
Avoid Floyd at all costs. You will go to jail. Simple citations-- = jail. And to the one saying these are avoidable... how bout you can't see the back brake lights so if one goes out and no one tells you... until a cop stops you and tickets you-- no warning, no mercy.... GTFO
Glad to see more stories about how taxes get rebranded as fees. Live in a state with no income tax but it costs you $1000 a year to register your car? Tax rebranded as a fee. Want to trick people into a lie, do low tax on groceries and gas and offset those costs in other areas like a higher business registration fee. The citizens is none the wiser and they'll brag they live in a low tax state to boot. Or a better strategy is sell some government service like auto registration to the private sector like they do here in Arizona to keep costs lower. The citizens will be none the rise that they're technically still paying a tax but it's rebranded as a fee and going to a private company instead.
The State of Georgia collects approximately $200 million per year from the 2015 law requiring all overnight short term accommodation charge a $5. per night tax in addition to the local State, and hotel/Motel tax. That's in addition to the $1.8 Billion collected in fuel tax per year. They claim this is to repair and maintain roads and bridges etc. in the State. To date, that could equate to approximately $ 20 Billion dollars. If you drive through Georgia, you have to ask: Where did all that money go??
Just to be safe, when driving in the city of Whitesburg, Ga, I go 10 under no matter what the posted speed limit is. I drive 25 in a posted 35, and 15 in a posted 25 in a school zone, regardless of the time.
The worst part is that cameras don’t prevent speeding in school zones. Little Timmy doesn’t care if the camera catches the matter if he got hit by a car. Police presence does make difference.

Not the police departments fault. This is because local residents don’t want to pay local taxes for their town services. Towns using citations as welfare to fleece innocent drivers.
Camden co I know a few x deputies and they left because the co’s stopped caring about police presence and working their zones to writing tickets/ citation The local court judges doesn’t send most fines/tickets to the state so they can keep all the revenue from each citation Example: the judge will say the fine is $200 I’ll help you out and reduce that to $100 and won’t send it to the state so it won’t hit your insurance …. Of course you’ll be happy but their not doing it for you their doing it to keep the revenue.. when they send fines to the state the state keeps a portion and then sends some back to the sending county/city Road Pirates are real
Not all police are like road pirates or abusive. I know I was stoped for going over the speed limit. Statentrooper didnt give me a ticket. Was kind , respectful, and professional. I thanked him for not being like cops on utube and he said he wasn't a utube cob .he shook my hand and we departed. Thankful for not being abused.
Around Savannah, Pooler, Garden City, etc. Constant speed traps and ridiculous unwarranted fluctuations in speed limits that serve only one function, bank-rolling police departments.
I caught a ticket in a po dunk Louisiana town on Thanksgiving holiday. A black truck clearly flew past me but I got the ticket. I called the DA there, got it moved to a non moving citation and now I keep a dash cam that records my speed.
Be careful with that and letting coppers know about it. They can "seize" it in order to preserve evidence. I've heard of coppers seizing the entire vehicle to "secure the evidence" on the camera. I turned the GPS display off of mine but I can still export the GPS data if needed.
Warwick Ga is Real bad and they only have 2-3 officers but they speed trap the 10 mile road on Ga 300 through their every day and all day, they've got me before and a expired tag ticket cost me 4 times more than the average cost in Ga, same thing with Roberta Ga to. Its absolutely insane and ridiculous!
I think it's easy to fix the highway issue. Make it where any city has to give 95% of anything collected on the highway to the state. They won't be able to afford having a police force to collect that much

I was stationed in Florida and drove back and forth to Ohio and dad always warned me to really watch myself in Forsyth and Henry County in general. This is nothing new
Go around thru Alabama
You go 95, never 75, do the exact speed limit, never stop for gas, never deviate
Great expo story! Great job to the news team on shedding light on a tactic people have been using for years
Exactly what i’m thinking!! Props to them for covering this !
And if they weren't speeding they wouldn't of got a ticket to begin with so it's not the cameras
Many traffic stops are excuses for a fishing expedition for anything else to charge for .
That practice of pretextual detentions are acceptable according to the SCOTUS when the goal is protecting the peacefulness of prosperity of the community. It becomes unconstitutional when the State knows there is little to no benefit to the community and the actual intent is something else (such as revenue generation).

Welcome to the USA where you have to worry more about the law enforcement than the locals
If someone is taking my money, it is statistically more likely to be a cop than a criminal.
No...I gotta worry more about crimes and criminals crying about getting caught.
Im north of Detroit and seems like police don't write tickets often. I've been let go with warnings for burning out twice. Seems like rural area police have nothing to do
@ianbattles7290 so you are the criminal.
In the late 1980s this happened in, little old Pearl, Mississippi in Rankin County.
Once I got my second speeding ticket for 15 miles over my actual speed (I was doing 8 miles over) I decided to request a Trial. They came unglued at the court house at first and threatened me with a larger find and penalties (NOT LAWFUL), but I insisted and three times not I have had my ticket cancelled. They dont want the cost of a trial...they just want your submission and money. THIS IS A GREAT POST!!!! I want more!!! Lets stop them. Daddy's Home!
This is the true spirit of resistance. I always opt for a full jury trial when I get a ticket. Superior Court does not want to waste judicial time and resources for municipal revenue raising schemes. I never opt for a bench trial, as the municipal judge is part of the revenue raising scheme.
You were speeding.

The true CRIME In Georgia is the THOUSANDS OF DOLLARS YOU PAY to register your vehicle for the privilege to drive your own car in this state!!!!!
JUST WTF ARE WE PAYING THIS EXTORTION FOR AND WHO GETS THE MONEY?
Let’s talk about taxation by registration!
Registration is only 20 bucks unless your a veteran then you only have to pay 1 dollar to get it mailed or free to pick up in person
He's talking about ad velorum tax on used cars.

Great story for bringing the light on what is happening All Over America
How about this: Local police municipalities cannot enforce traffic on interstates. Only county and state. Just because you annexed 1250 feet of interstate should not give them carte blanche to steal money with no regard for true traffic safety.
Nothing but road pirates. Don't seem interested in protecting citizens of their towns, only seem interested in generating revenue. Disgusting.
Interstate should only be patrolled by State Police.
I’ve seen cities extend their city limits to envelop an interstate so they could write tickets with local jurisdiction
right... or.. if they do cite on the interstate, then the local police should not profit anything from the citation..
agreed, they are pretty useless at everything else.
So this type of a pirate is better? Lol. They definitely will not abuse the power they have. 😂
If you drive through multiple states you get to see just how out of control police have got in Georgia.. you don’t see much revenue generation in other states but as soon as you cross that Georgia line they want that money!
Yup. GA .. the entire state, is one of the few places where I WILL report speed traps on Google Maps. With NO regret.
Kansas would like a word…. They have sued in federal court to keep violating motorists rights …

Stop breaking the law. Very simple.
@@cliffkempStop defending policing for profit. Very simple.
Contact stare and if that doesn't work, federal, the WDC.
Government officials, doing anything for financial gain, is criminal. Worse than any kind of private criminal.
They're the biggest criminals
Out of control thug policing in Georgia. Paid legalized robbers behind the badge. Needs the federal government investigation brought into Georgia.
I live in brookside AL.
this is my shocked face... road pirates. When they say "defund the police" they mean "defund the WASTEFUL police"
They know that. They just don't want to address the problems.
@JamesBond-fo6ow Defund the police was brought about because our police forces are armed better than most armies, and often violates the constitution, using their arms as leverage.
It's not just about money, it's also about surveillance, power, manipulation
Don't forget EVERY traffic violation in GA is a misdemeanor.
If you have a expired tag its a legitimate ticket. State law, not local.
The SCOTUS has said that over policing violates the constitution. Over policing occurs when the State is motivated to enact or enforce laws for purposes other than the enhancing the peacefulness and prosperity of the community. Constitutional law, not state, not local.
Policing for profit
A huge clue about how prevalent this is simply the fact that Georgia has so many counties. There are 159, each with varying degrees of competence, ethics and organization.
Is that intentional to gerrymander?

Not just Georgia!
Lots of places in GA (and other places) target out of state plates for this very reason.
I do the same thing. You are a debtor when one abandons their Creator from fertilization for a false origin known as a birthdate!
the judges here in CA will punish you by pursuing max penalties if you want them to honor the law and face a jury 26:41
Unfortunately not. SCOTUS rules that "petty offenses" with charges facing sentences of less than 6 months aren't entitled to a jury trial.

This has been going on for years with towns supplementing taxes
So important, not just small towns either!

Very insightful.

Doesn’t matter. We are a corporation and we aren’t running it. Republic is dead.
Camden co I know a few x deputies and they left because the co’s stopped caring about police presence and working their zones to writing tickets/ citation
The local court judges doesn’t send most fines/tickets to the state so they can keep all the revenue from each citation
Example: the judge will say the fine is $200 I’ll help you out and reduce that to $100 and won’t send it to the state so it won’t hit your insurance ….
