Marcus is feeling guilt for being away from his sick mom, but him being there at the right place at the right time saved the man's life. It allows Marcus some emotional space to feel like his trip was for a greater purpose outside of learning how to cook, but also tying it back to the whole "serving others" mantra The Bear repeats
The thing with luca is the interesting dynamic with carmy. He's talking about how he couldn't keep up with him and he realized that he was never was going to be the best. But Carmy sent marcus to learned from him.

I remember when my chef friend told me the best restaurants in the world are in Copenhagen, Denmark. I was like "Dafuq? When did the Vikings learn how to cook fine cuisine?" Blew my mind.
I might be way off but I don't think the part with the man on the bike has any deep symbolic meaning. I think it's just there to show that Marcus is empathetic and kind and the scene works well in the context of an overall slower, less stressful episode. And the experience emboldens him to tell Sydney that he misses her, which I think is sweet.

When Marcus saved the cyclist it showed how big a heart Marcus had because a scene like that in the US would be a lot more tense. But when the guy gave Marcus a hug it made him think about the people who care about him so it cut to him calling Syd.

Anyways my interpretation of the scene with Marcus saving the biker, was that he felt guilty about getting to go deeper into his interest and passions while everyone else is struggling. (And I think he wants to be there for everyone) If he didn't happen to explore the city that day, he wouldn't have been the one to find him and help him.
