A permanent note has a fixed address in a Zettelkasten. The fixed address tells future Zettelkasten-me, "Here, that is what I have understood at the time." It may or may not represent an idea as a fully formulated sentence. I don't think that Ahrens ever claimed that permanent Zettels are fully finished paragraphs or sentences ready-made for reuse in a manuscript.
