The sensors transfer data over the Helium network, so you will need data credits correspondingly. To summarise; Developer Kit = Using the HNT network [e.g. GPS / Temperature Tracking etc], pay to use it Hotspot = Helps validate and build out the HNT network, be paid/incentivised for doing so. [Developer Kits will give other people HNT rewards due to the nature of DATA transfer and how it's rewarded in the network]

They've disallowed self-made hotspots, only data-transfer devices are allowed to join the network
