nono. there is data and lore, yes, but i always saw that as them being the only ones capable of human level consciousness. for example, there could be many andriods out there with the intelligence and consciousness of the enterprises computer or.. probably less because the computer is probably bigger. in that sense, data and lore are made completely differently from these supposedly other androids, and the differences are not fully understood by the crew.

My favorite part of this scene is at 1:30 when Deanna starts losing composure and has to run away to laugh. I don't think Marina Sirtis was acting in that moment, that was real.
The scene was obviously written for Troi to leave, thus the doors opening, but I honestly felt Marina just lost her shit and was giggling on the way out. I think they had to do about 20 takes of this before anybody could stop giggling, honestly its one of my favorite scenes from TNG.

Curiously I was thinking about it that line might make sense in this case. Remember that Jordi can "see" but the image isn't delivered to his brain the same way as everyone else's. From his perspective maybe it does look like Data's face is damaged and since he wouldn't expect and android to grow hair he wouldn't immediately put two and two together.
