I've reached a point where characters stopped having party banter. My codex are clear, journals clear, I fast travel via the war table and wait the appropriate time. But I'm starting to think some conversations only continue after main missions
That's because that's how it is. Some conversations continue only after story missions. Some start or continue after personal missions. Some are there from the start.

That's because that's how it is. Some conversations continue only after story missions. Some start or continue after personal missions. Some are there from the start.
In game the banter triggers every 15 minutes
