Tsunoda is a very well written character. She's passive aggressive (esspecially towards Feniko which would imply that the hate is not just onesided )and highly manipulative in general but we can understand a person doing those things becuase she's trying to get ahead in a very difficult situation.
I used to hate her in the first season, she's amazing xD
I would say that while Feneko is really logical, Tsunoda has deep knowledge and experience with emotional intelligence
I don’t think Fenneko and Tsunoda actually hate each other. They’ve developed a really weird respect for each other this season and act more like besties than actual enemies or even rivals for that matter.

Well Retsuko isn’t the tsundere type so I highly doubt it. However, it could be that she’s just mad at the fact that her friends have been hiding it from her all these years.

@@maxs9062 it's more the fact that most people can't really get too emotional about stuff they don't care about. if she had no feelings for him she would have been surprised, maybe felt somewhat awkward or just not really reacted at all.
the fact she went into a rage means she either hated Heida so much even the idea of those feelings infuriated her, or that she actually did like him, but the way he came out and said it put her off kilter
since we know she doesn't hate Heida, there's only 1 option left
