Original recipe uses mustard oil. Kashmiri cuisine does not have much use of ghee and wide variety of spices. Their cuisine is blander than other states' cuisine
I would guess water was added to stop the cooking process. Tempering is done on high heat any spices whether whole or powder tend to burn if it's cooked for over a few seconds, you just need to flavour the oil and stop the cooking process immediately.
