Depends on if the emails that u are targeting are for personal use or professional use, and the country were your potential leads belong to. Make sure you do have a privacy policy and terms and conditions stated in the email just in case.

James with the new spam laws how do we make sure we don't get caught up in spamming? What makes it different? Would it be better to build your list from people who have signed into to an opt-in? With 1,000 non-scraped good leads you could run a Facebook audience, and maybe build a look alike. Making sure not to cross the spamming line in the sand.
