I had one of those, the caps are so small that after a very short time they are empty, just wait an hour after A/C input is unplugged and you'll be fine ... you can also just 'dab' the PCB with aluminum foil to shorten everything out if you're still in doubt

Yeah odds are nothing would happen. The 1500VA and higher ones get spooky. I haven't been shocked by one, but I've seen plenty of sparks.
