You're not allowed to weld anything to the crane because you could weaken it by doing so. It doesn't have anything to do with the construction of the crane. It's for in the future as it is common to weld cargo to the deck to secure it.

It's a pontoon that can be filled with water for overload testing. Every crane has an overload tolerance it must be able to achieve.

@@bigredc222 mostly yes. It's common to weld items to the deck to secure them in position. Search Seafastening and grillages.
