Why is the Dengue vaccine (Dengvaxia) not for everyone?

Dengvaxia is the only Dengue vaccine approved currently. But, it is not encouraged for everyone. Why is that the case for this Dengue vaccine? Studies suggest that it is due to a mechanism called the antibody-dependent enhancement. What is antibody-dependent enhancement?
