Yes, you can, and GM Akobian in his other lectures on this channel usually says not to play e3 before you have moved the dark squares bishop. His move in this game was not in his usual playing style.

At 20:10, he says b5 is bad for it opens for biahops, but once he recaptures with the knight, all is fine I suppose.
at about 23:50, why couldnt he have moved his queen to take the pawn at h7?
