Fide Law of Chess 6.2.4. "Improper clock handling shall be penalised in accordance with Article 12.9." In that case the arbiter use 12.9.6 declaring the game to be lost by the offending player (the arbiter shall also decide the opponent’s score). The result is 1-0. Didn't lost on time, Didn't lost by forfeit, simply 1-0.
I'm surprised that GMs also struggle to understand the technical rules of chess. In this situation, I think it was his genuine mistake and did seem like he was looking for the queen. But if the rules actually prohibit stopping the clock to find your queen which is on the table, then unfortunately he just has to be better prepared with a queen when he's about to promote. It's nice to seem them having like an adult conversation/discussion though insted of throwing some hissy fit.
I find the 0 point ruling to be a bit rough, but the arbiter has no way of knowing if it was done with bad intent (although it most likely wasn't in this case). There is a reason there are extra queens placed on the side of the boards. It is the player's responsibility to navigate through time trouble and orient themselves and perform promotion correctly. This is why you often see people grabbing the queen from the side a few moves before an eventual promotion. Personally, I never promote by pushing the pawn, then removing it, then grabbing the queen, then replacing it. Removing the pawn from the 7nd rank and inserting a queen on the 8th (or in the reverse order), is far less time consuming, and most OTB blitz players I know do it this way, even at 1800-2000 level. This is possible to do in 1 second, but it requires the presence of mind and good mental and physical coordination and awareness.
Yet another loop hole! Jist of the video, GM Harshit was winning with his pawn promoting to a queen, but he had less than 2 seconds on the clock. Mind it that the Harshit’s new queen was near the opponent, so he played the pawn to 8th rank and stop the clock to grab the queen. The arbiter said that a player cant stop the clock at any point. Another person is saying that the only way to tackle this situation was to make an illegal move, atleast Harshit would be winning back then!
This seems like it could be abused by the opponent. What if they place the Queen far away or even stash it away in their pocket or "accidentally" knock it on the ground so the person promoting has to waste time.
This is not the scenario to stop the clock except you have legit reason require Arbiter's intervention. In this case the Queen obviously just next to the board. Can't imagine this can occur at GM level.

There can always be a problem and you are allowed to handle it. Stop the clock and call the arbiter! The worst the can do to you is a time adjustment, either to your clock or the clock of your opponent.

It's a good idea to keep the Queen ready a bit early. Most players do it. Harshit had no wrong intentions. It was just pure reflex, it looks like. (Where's the Queen? I stop the clock and look but he reversed the order, placed and then stopped the clock).
