well normally a car that is going fast and is forces to spin in place simulates a crash. And going from 4the gear to basically standing still will kill the cars ability to move. But he was so slow that he neve left the first gear so no damage was done. At least that is my theory
I was born and raised in LA, these police chases happen all the time I remember coming home from school watching the news, when we didn't have cable, and there was always a chase going on. It's like watching a sport for us, sometimes you see the helicopters or hear the cop car sirens outside while watching the same pursuit on TV. the most memorable one for me would be from 2012 when someone robbed a bank, drove to the hood and were throwing the money out the car while all the people living nearby were grabbing it.

Honestly after some of the injuries from recent chases. They might be getting told to just chill and let them run themselves out and just pay for gas instead of having to buy new spike strips. It's probably cheaper on the tax payer this way. And easier for the cops. You ever see how much a single basic spike strip can be sold for. Hundreds of bucks

where i live the police don't engage in car chases. my aunt got paralyzed when a car rear ended her in car chase. so now they just use the helicopter with a very good camera. so the driver cant get his kicks off being in a chase, they just nab him later. except for this one time a prisoner escaped and jacked a car, they wrecked that car real fast.

The idea is to avoid further escalation because on the off chance that he evades the block he's gonna be driving a lot more dangerously to avoid the next one putting bystanders at higher risk. Sounds stupid but then again the guy was doing 15. It's probably cheaper to waste more gas than box him in violently and have to repaint the patrol cars lmao.

The pit maneuver is banned or frowned upon in many countries because of how dangerous it can be. It’s not worth it in many cases to risk life and property, especially in one of these low risk chases

The theory here is that slower is safer for everyone, and the police are trying to patiently wait until the suspect realizes there's no escape instead of risk him gunning it and crashing into someone at 100+MPH. And also, reducing the spectacle removes the incentive for attention-seekers to "go out with a bang".

I grew up in LA and this is not NOW a common occurrence. It happens all the time. I remember when I was a kid and whatever show I was watching would usually get interrupted with breaking news of a live police chase.

The theory here is that slower is safer for everyone, and the police are trying to patiently wait until the suspect realizes there's no escape instead of risk him gunning it and crashing into someone at 100+MPH. And also, reducing the spectacle removes the incentive for attention-seekers to "go out with a bang".

Majority of the time they can’t lose the police so all they have to do is follow until they either have a completely safe chance to stop them or just wait until they stop themselves

They had so many chances to stop it and they just didn't. Although I do understand it's easier to see these things from a helicopter view that we get, the police also have one so they should have been able to stop him way sooner
