I think the reason Francis left the Fairly Odd Parents was probably because society now is really trying to crack down on bullying so having a bully character in a cartoon probably wouldn't be helpful if the network is trying to push anti-bullying ideals.
I still miss him though, Francis got what he deserved dozens of times which justified his character in my opinion...plus it was hilarious! And not only that, his purpose was to add to the reasons why Timmy deserved Fairy God-Parents in the first place.
It's Francis, Terrance was the mean older brother from Foster's Home. Altough both are practically the same character.

Honestly, I really like that your videos and channel have been shifting away less from Theories and more towards representing the entire whole of fandoms for shows and cartoons, discussing topics and issues with networks. It's very fitting for you. Granted you're not dropping theories, it's just that that is no longer the sole focus of this channel, which I'm glad for. So many characters from Fairly Odd Parents disappeared forever. Which is a shame, seeing as when your show is going on that long, giving character development to more minor characters just makes sense.
with all these Spongebob live streams that are popping up on YT, I finally had the chance to watch all Season 10 episodes and i gotta say, the show is now better and I got that old Spongebob vibe as i was watching the episodes.

You know, stuff like this remind me of this one character from Hey Arnold! named Tucker, this basketball-playing son of the school's gym teacher Coach Wittenberg. I never noticed it till later, but he was apparently completely absent during the time of later episodes where his coach father separated from his wife and then remarried her. I figured when that happened, Tucker would've somehow dealt with the issues of his parent's divorce and rocky relationship, but he somehow just disappeared out of existence since the show's first season.

*Fun Fact*: I don't know why, but Fairly OddParents aired on Jetix here in my country, however some sort of contract came through and when Jetix went under, the seasons aired up to that point were no more. You heard that right, the first 5 seasons of Fairly OddParents CANNOT air on my country, including the first three movies.

The same thing happened with HIT era thomas and friends characters from seaons 8 to 12
They appear once and then disappear from the show. But their disappearances are more easier to find out since their models drained money from the show, but a few of them sucked so it isn't a shame they stopped showing up.

I love the Flying Dutchman. But no kidding. In some new episodes, they had some old characters appear (Like you said) or references to older episodes. I saw three but can only remember two. They had the HASH SLINGING SLASHER!!!!! Made an one second appearance in one episode and had a reference to the episode Lab Partners with Sandy and Plankton
