While using Duolingo, I came across "У тебя есть" and had a lot of trouble trying to understand it. "то есть" can also be used in the meaning of "I mean", or something like that, to correct something that you've just said For example: "Телефон стоил 28... то есть, 29 тысяч." "The phone costed 28... (no,) I mean, 29 thousand rubles." (it's also possible to replace "то есть" with "нет", "не," (informal), "точнее" or "вернее" in this sentence)

Literally it means "it is" or "that is". This is the part of old russian or church slavonic that had forms more similar to romanic languages. That forms was dropped over time because of its uslessness. Russian has powerful tools for change forms of words to bring actual sense and the need to use the word "is" often disappeared over time. But "то есть" is that case where the need to use "есть" survived to peresent time like in old times. l'll repeat one more time: "то есть" literally means "that is".
For example some man trying to explane something complex feeling: ...it's not right, umm...that is right, but very difficult to explain ...это не правильно, эмм...то есть правильно, но очень сложно объяснить
