can plaintiff certify for trail anytime or only when defense is ready

in NY we certify as trial ready once all discovery is completed. Its called filing a note of issue. The defense can object if there is really outstanding discovery like a plaintiff's deposition or an IME but they cannot delay needlessly

Well you have to get a verdict for more then the policy can be open if they didn’t offer the limits
Before the verdict. There are other rules too. It’s gets a bit complex

I asked my lawyer what’s the defendant policy limit and he replied with this
I hope this email finds you well.
Yes, def ins policy limit is 250/500. (I’m confused?)
We also received a letter from your insured acknowledging that based on your PIP IME with Dr. Grossman & his recommendation, they advised therapy is no longer needed.
What does this mean ?
I also have to have lumbar discectomy l5 s1 surgery (1 epidural), cervical herniated disc c4 c5 c6 c7 (3 epidural shots) for car accident (I was sideswiped on highway in Bergen county nj)
