Step-by-Step Fix for Dragon Ball Sparking Zero Slow Motion Issue
Step 1: Open File Explorer
First, open File Explorer and head to This PC.
Step 2: Navigate to the C: Drive
In This PC, locate and open your C: Drive.
Step 3: Access Your User Folder
Next, open the Users folder, then click on your Username folder.
Step 4: Enable Hidden Items
If you don’t see the AppData folder, go to the top of the window, click on the View tab, and check the box for Hidden items to reveal hidden folders.
Step 5: Open the AppData Folder
Now, open the AppData folder, then navigate to the Local folder.
Step 6: Locate the Sparking Zero Folder
Inside the Local folder, find and open the Sparking Zero folder.
Step 7: Access the Config FilesM
Once in the Sparking Zero folder, open the Saved folder, followed by the Config folder, and then open the Windows folder.
Step 8: Edit the Engine File
Inside the Windows folder, find the Engine.ini file and open it.
Scroll down to the bottom of the file.
Now, copy the text provided in the description of this video, and paste it at the bottom of the Engine.ini file.

The thing is I want the 144fps... so there is no way to get rid of the slowmotion with the fps changes in the engine.ini?

legit made the game 10x slower i tried reverting the steps and the game is even slower
