This video adds a whole extra layer to the story told by the lyrics. The idea that the brother actually saw his sister there, knew she did it, and covered for her is a new twist. Then the idea that the judge was in on it to hide his own involvement. In the original song it just sounds like the judge was lazy and wasn't interested in knowing the truth. The idea that he malevolently tilted justice to protect himself adds a whole new sinister level.
The video also makes clear the fact that Andy was her fiance and he confessed to messing with Raymond's cheating wife himself. She already knew that. She had a double motive to kill both of them.

My sister and I had a whole conversation one day trying to figure out the entire plot of this song so here - Reba’s character was engaged to Andy, Raymond’s best friend. Andy was having an affair with Raymond’s wife, and Raymond’s wife was also having an affair with the town judge. When Reba’s character found out, she killed them both and when Raymond found her, he told her to get out, flagged down an officer and took the fall for her. He was executed for his “crimes” because the judge convicted him immediately and she later told the truth to a reporter, many years down the line.
