Homeless Encampment Clean-up & Outreach in Venice

  • City of Los Angeles Department of Public Works sanitation workers in white hazardous materials suits, with Action Cleanup Environmental Services, clean-up homeless encampments at Flower Avenue in Venice on Thursday, January 12, 2023. LAHSA (Los Angeles Homeless Services Authority) and Saint Joseph Center provided homeless outreach by providing hotel vouchers to the unhoused. Los Angeles Police Officers were onsite providing security during the cleanup.
    Mayor Karen Bass and Councilwoman Traci Park announced last week that the Mayor’s new Inside Safe initiative is underway in Venice. Outreach has begun to people living in encampments surrounding the A Bridge Home site at the intersection of Sunset Avenue and Pacific Avenue, and people have already accepted housing. Inside Safe is a new, citywide, proactive housing-led strategy to bring people inside from tents and encampments for good, and to prevent encampments from returning.
    “I’m proud to be locking arms with Councilwoman Park to change the way we approach homelessness in Los Angeles to bring people inside in a strategic and lasting way,” said Mayor Bass. “Councilwoman Park and I spent yesterday morning conducting outreach with encampment residents and meeting with service providers and local residents about how Inside Safe replaces quick fixes with real solutions. It’s important that the policy solutions developed are informed by the people most directly affected. Through Inside Safe, we will save lives and restore our neighborhoods.”
    "During my campaign, I pledged to pursue a comprehensive approach to working with service providers and city leaders to compassionately get encampments like those surrounding the bridge home the support they need," said Councilwoman Park. "This initiative is to show that the Government can be a place to heal. We don't just want to say it; we want to show it. Putting people in rooms without the care they need doesn't work. We need to ensure that they have adequate access to services they need including mental health, trauma, and substance use services for the unhoused."
    "This intensive housing intervention will help some of our most vulnerable unhoused neighbors get off the street for good and the support of Mayor Bass, Councilwoman Park and City and County elected leaders is vital to our success," said Dr. Va Lecia Adams Kellum of Saint Joseph Center.
    Inside Safe is assessing street homelessness across Los Angeles and proactively engages with people living in tents and encampments based on which locations are most chronic and where people are most in crisis. Inside Safe is housing based - people are offered immediate quality housing and a commitment of services and permanent housing so they can stay inside safe for good. The vast majority of people living on the street say “yes” to real offers of housing and support. Mayor Bass’ Inside Safe Executive Directive calls for the Inside Safe Action Plan to be developed by March 31, 2023.
    Inside Safe will support the following five goals:
    Reduce the loss of life on our streets
    Increase access to mental health and substance abuse treatment for those living in encampments
    Eliminate street encampments
    Promote long-term housing stability for people experiencing homelessness
    Enhance the safety and hygiene of neighborhoods for all residents, businesses, and neighbors
    This initiative will support and advance the following citywide outcomes:
    Decrease the number and size of encampments across the city
    Decrease the time of moving someone from an encampment into housing
    Increase interim and permanent housing placements
    Increase access to mental health care and substance use treatment for people experiencing homelessness
    Read the Inside Safe Executive Directive here. Inside Safe initially launched in Hollywood in partnership with Councilmember Nithya Raman at encampments near Cahuenga and the 101 freeway.
    Mayor Bass is moving Los Angeles forward with an urgent and strategic approach to addressing the homelessness crisis, which also includes her Emergency Declaration on Homelessness, activating the City’s Emergency Operations Center, and issuing an Executive Directive to dramatically accelerate and lower the cost of affordable and temporary housing.

      well they won't clean up after them self's they should but they don't most of them are on drugs or have mental disorders so there don't care if there trash is on the ground or around them

      Except for possible addiction/mental health issues, most seem physically able to work, to me. Most seem young, 30ish..... the men, cleaned up, could be linebackers..... the women, seem well-overfed, with humongous thighs. If a nerdy 140-pounder like me can hold a 40-hr job, what's their problem? Lazy-itis!

    These people are given notice of the cleanup yet they wait till the last minute to pack up and leave. They refuse to follow any rules.

      I think many of them are what I would call “homeless hoarders”. I guess when you have nothing, you want to keep every little thing you see. Some of them have many huge bags/suitcases, plus two or three carts. I don’t think I’d want to carry that much stuff around. But then, most of them don’t think rationally. Very tragic situation.

    This is a fantastic job you are doing for your community.. May I suggest the next clean up you do, to include the street sweeper and a water truck filled with water and sanitizer to wash down the street after all the trash is swept up and removed? Other than that, great job..

      Venice beach seems like a dirty concrete jungle and then they install chain link fences instead of planting gardens. Your right about the water truck and sanitation

      @@rebekahritchie9012 The fencing is idiotic. Place boulders (of various sizes) in the area where they have the small fenced areas. It works in other states. They may even have some of it in cali. They sometimes pressure-wash and run a street sweeper, but not always.

    I was homeless for a year and a half, i got to know a lot people on the streets during that time. Just like me, they choose to be there because they can't do drugs or get drunk at shelters, living centers, etc. The other percentage are people that are mentally ill that just can't take care of themselves. There are places for people who are homeless who are just down on their luck. Just in San Diego we have, ECTLC, Path, Rescue Mission, Victory Outreach, Catholic Charities, VA, interfaith...but no drugs or alcohol allowed. Its just a rotation with homeless people, they kick you out, they move then they eventually end up back in the same spot. A complete circle, at least that's how it is down here.

      So sad, but I do get it. Life has a lot of rules. Yet there are rules with drug addiction. I've been on all sides of the fence. There is always someone on top no matter what you do. Landlord, drug dealer, maintenance on car, maintenance on habit. And no money for either. I could go on with this but I'll depress myself.

      @@MrDodger3222 Living like this is preferential over getting clean. The chemicals tell them that all is OK, when they have them. Nothing else in life does that for them. They have to REALLY want to get clean. Addiction is a demon that's tough to beat.

    Giving these people giving these people a place to stay like a hotel is good but they should be assigned to the laundry room housekeeping and whatever else it takes to keep that place clean like they found it even a paintbrush and paint that's right

    Its sad when some people choose to be homeless and choose to live like this. My 2 older sisters choose to be homeless and choose drugs and men over their kids. One of them chooses to live under a bridge in town, even tho we gave her a camper for free... she tried selling it and told us her ex sold it. He actually just brought it back, and the way she was living in it was sad to see. Its completely trashed, ashes everywhere, pee and poop in the kitchen sink (theres a toilet) it was a nice camper till we got it back... and she straight up told us that she wants to be homeless. We had friends reach out and offered her free jobs, any positions she wanted, any amount of hours and really really good pay. She said no, she wants to be homeless and get money from the government for drugs and alcohol. She went to jail for 2 years and they put her in a rehab facility for 2 years, she lied to them and made them believe she was gonna stay clean, she even started dating a man that was her sponsor till she got out and quickly went back to using but way worse, then dumped the guy cuz he was trying to help her stay clean. She told us that and said she didnt want to get clean, that nothing was wrong with her and she didnt need any help... watching these videos, i see her in so many of the homeless people.. and i wish the best for them and her. I hope one day they can get help, get clean and make a better life for themselves

    This seems to be a well-established homeless camp. Unlike Golds Gym area, Rose and 3rd. The woman trying to wheel stuff away doesn't seem too sure what to do.
    Hope she's got name in every shelter place. 🙏 I know these people do live like this for whatever reason, but that's no way to live. I'm in a studio type place, which I'm so grateful for.

    There are a lot of homeless people that keep out of sight and do not bring attention to themselves.Then there's these homeless people trash the area everywhere they go. In LA, they do this inside parks and trails as well. Just completely trash a huge area, I even saw homeless people caused a fire at Woodley Park in LA.

      @@MCM1965 this is actually the best thing that could happen to to these people, they have a far better chance of getting off drugs if they are incarcerated, and if you get them early enough before they have fried their brains, they can actually return to a normal life and would have less chance of relapsing.

    This documentary helps explain the endless strain homeless encampments place on even an enourmous city like Los Angeles, CA. Look at how many different divisions of city government are involved on this one city block clean up! Amazing.

    When I watch these types of things all I can think about is incinerators. Why more do not use them instead of landfills is unacceptable. The tech has come a long way and if there was something to be subsidized that I would be happy have it so, it would be incinerators to create electricity.

    Homeless services is a racket. Billions thrown at this problem with no real solutions. Government just getting bigger complements of the tax payer. You have 20+ government employees mostly standing around while a small few actual workers doing some clean up. Look, there one guy with a tablet documenting the work with pictures. That's all he ever does. What a job! He probably makes $50k+ a year plus benefits and retirement.

      @@bernadettebecerra9350 well I've been on both sides of the fence I worked and homeless ministry for a few years and have been homeless 10 of the last 14 years so needless to say I've had a bird's-eye view of it all . The overwhelming majority seems to be because of substance abuse . But on the flip side there's plenty of us because of life's circumstances too

HELL I am not a person with addictions, and don't live past my means and I almost wound up on the street! This is happening everywhere. Do some Research will you!?

      @@bernadettebecerra9350 I found some Turned to alcohol and drugs after - just to make the world go away. I am glad you got back on your feet! I was there in 90. I was one of the hidden homeless in a mini van. Now it is so much harder to get off the street without help.

      these are not just homeless people they are disrespectful pigs who are destroying the whole neighborhood. Just creating mess everywhere & taking seige of the facilities living in the rest rooms etc. Doing drugs openly & leaving syringes lying around. Stealling from local businesses. If I am ever unfortunate to be homeless Id rather die than become this kind of homeless.

    They ought to have the Illegal immigrants clean up the streets for their meals and shelter as NOTHING should be for free!! They came here for a Job? Give them this one. Let them clean up the abandoned houses and buildings that can be rehabilitated, and let them live there after they are rehabbed. Instead of letting the properties just rot away and our tax dollars pay for free food and lodging. Time to smarten up and get something in return, we can help them, but they must help themselves with some work.

    Interesting...these homeless people have their own cleanup crew.......then they are back to the same place again?....gosh....maybe the fences will help.We really do need to come up with a solution for everyone...Think of the anxiety....well, its nice that the clean up people have jobs....thanks to the homeless.

    One thing that possibly could help this is have a dumpster that is emptied every two days. Especially around like the beach or park areas. It wouldn't be hard to put that on a route that waste management does. Just add it so every two or heck every morning they swing by pick up the dumpster and replace it.

    Trash bins should have been picked up an empted. When in homeless you want to encourage throwing the trash to keep things clean. Also some of these tents zre way to big . Tryingnto get more room. Thdy should only be allowed so much room otherwuse out. They need to keep trash picked up otherwise out.

    I’m truly surprised that there’s not a huge outbreak of typhoid or Covid or worse. I would not want to work on these cleanup crews.     So many emotions and considerations in situations like this. What to do about the people who dont fit into the shelter, supervised apartment settings. If they are compliant with treatment, wonderful. But they cant take up the sidewalk, they cant set up camps that are not safe, sanitary. And the public workers who have to clean it all up and be careful to not get injured by needles and other unsafe stuff. I’m sure they have many emotions regarding these situations. Again what to do with those who are not compliant. How to address those needs?

    I’ll tell you what even if I ever won the lottery and it was for a gazillion dollars I would not waste a dollar getting anybody off the streets unless they showed that they wanted to get off the streets by getting a job and holding onto a full-time career. Yes it’s all you guys think about is yeah we just need to get them a place to live. It’s not that easy, there was a bunch of homeless people and I think it was Chicago and they were right on the river and they’ve been there for like nine years and the city actually purchased a old building and turned it into an apartment complex for low income housing, each, and every single one of them a free year of living off the the financial obligations yes what happen after a year they all went right back to the streets Osher a couple of them got a place, but it wasn’t because they wanted it. It was because they found someone who let them live with them. Seriously guys don’t waste your time and energy thinking that if you give them a place to live you’re gonna be helping them you’re not you’re literally going to be hurting your self. These people have to want to leave the streets permanently if not, you’re just gonna be wasting your time, your energy and your money and all of those things only two of them you can get back the other one is gone for good and that’s your time now if you wanna believe that investing in helping them is something you want to do by all means to go and do it. I’m just telling you you’re wasting your time, less than 5% of them actually want to get off the streets the rest just wanna stay right where they are
