In the dream sequences from Twin Peaks, they had the actors read their lines backwards and play it in reverse, so it was a sort of eerie imitation of normal (forwards) speech. I don't know if they did that same technique for this, or just an imitation of it.

I never understood what she was really saying when her voice was slurred like that.
