If it was set correctly the gauge would fall off. If its sticking in there that means it is still pressing against it and when you take if out the powervalve could actually move further. Unless you use a feller gauge to ensure the steel bracket is in contact with the stop.

If in the manual it says 49.5, why do you use the 48.4 tool?
