Nice peak behind the curtain. I have no interest in live-streaming, and I have nothing to stream, but it's still good info. I have an i7 920 CPU. I'm guessing hardware encoding would be the way for me to go if I did have any interest in streaming. I do have 24gb of RAM, so that's something.

i think the best softwere for streaming is OBS Studio so easy to stream with it.

I would do 128 GB of ram with 64 core thread-ripper with 1 Quadro and 3 titan RTX that is all Liquid cooled with a special designed Case that take 4 Bloody Radiators in 1 case but it can have 2 pc with the same stuff and have 2 radiators but remove all the

A good GPU and CPU can certainly help you quite a bit, but I don't think you can do much without RGB
