Love the snarky comments. The original earthern dam doesn't seem to be the problem but rather the work done in the 1940s to increase its height.
what was the original use of the dam? Was it for flood control or to provide a lake for recreation like the one above Johnstown PA?
all dams in the west are for water storage or flood risk

Why was the water level so high during winter weather , the ice broke the dam
