Mercruiser power trim not going up fix

What we did to fix Mercruiser power trim not going up far enough. Quick and dirty things to look at on a #Mercruiser #mechanic #io for #boating . Possible people who winterized it 4 years ago messed with trim position sender. New solenoids and bled the system with new fluid.

I hear my motor sounding normal but the trim is not moving at all, up or down. I tried standing on it while my wife clicked the down, nothing. The circles on each side, what do I clean the inside of those with? If I hear the motor like “normal” does that mean it’s the rams?
