He's always strong but he's also one of the most adaptable. He never changes too much throughout the series, so basic SF fundamentals will help against any version of Guile.
I think what makes Guile (and overall zoning) good in SF is the fact that the games have barely any mobility. Overall the series, without rolls or assaults the only way to counter a projectile in the ground (without using other of your own) is to block, but you be zoned anyway. You can jump, but you have no air dashing or air block so there is a high chance to you be hit anyway too. And if you managed to avoid it, the zoner would be already to move again and hit you with a DP (wich is quite common for one have it)

I always thought they could have taken guile core gameplay and given it basically the shoto treatment since it basically is the charge version of one , with a more defensive archetype compared to the shotos offense But the only character they really made that followed this was alpha charlie (who was pretty much just a 1 for 1 clone it felt like lol) and remy who I think deserves another chance he was just in a game that didn't gel with the playstyle.. some people would even say chunli or deejay but while they have similar stuff in some games I think they ultimately fall into to a more hybrid like gameplay mixing regular circle movements w charge .
Well guile not top tier in this one that’s for sure ..There’s only a handful of guile players who put in work ,and most of them been guile mains since sf4..there’s is no new guile pro player in sf6 for a reason .Theres just simply better characters with less skill required to play them.

Ok, I paused the video at the start just to say this: Buddy, sf4 guile is like the only time where guile was just "Ok", he was always at least "good" in sf2, and even broken in some of its editions, that was when Daigo first played him. Nah, he's not "top tier". The FGC, especially the SF community, is filled with downplaying propagandists. Everyone wants to feel like every character except theirs is broken. Since Guile is always solid and demands a steady game plan it's easier for others to come together and overrate him. It annoys people. He's a character that you can depend on to put ahead of yours, despite never having the strongest meta (SF5 3frame, low forward conversions or SF6 low forward DR combo) If he was truly top tier, you'd see the character flood tournaments like you see with iterations of JP, Cammy, Akuma, Rashid, Luke, Ken, Bison, Balrog in 5
You'd see tournaments flooded with him "if" he was truly top tier? True, Kind of how like in DBFZ how everyone played Gotenks in tournament since he was so good in so many versions. Oh wait...
