If he’s stopped on his way home, his insurance may not cover driving the snowplough outside business hours, however in this scenario it makes perfect sense that his private conveyance would now come under personal conveyance and he’d be more than welcome to drive the snowplough home. Otherwise all snowplough drivers would be getting snowed in at home. On top of all that, the idea that there must be a victim is also nonsense.
