The John Deer item is a Oil filter for a engine, the date that is written on there is the date it has been taken in use on the engine, depending on the interval of changes, some change them after a month, some after three months and some after six months.
But yeah it's normal that it's leaking oil, and i disgust the person who threw it in the river!

Oil filter from a tractor and the date on the side is usually the date they put it in the tractor so they know when to change the filter

Fun fact: Good quality Drones use sometimes called brushless motors, those motor are inherently waterproof so if you hook up the flooded motor with a battery, it would run no problem
Ps: you would also need a “esc” to make it run
