As a Chinese , The weird blur is because in Chinese, the swear words are had to cover with how the word sounds like the f word, sounds like “ta-ma-de” And for the weird names, we don’t really translate the name. we just see what it sounds like and make that their name like, my opinions, kinger wound sound like “qien-ne” spelled, 起呢

So I think it might translate to something like “sickly watch”, which probably wouldn’t fit the funny tone of the scene, so they probably opted to just refer to the function of the watch rather than saying its name as to not confuse viewers with its name since it would sound weird if translated literally. Though Filipino viewers would probably still learn that the watch is just named “Wacky Watch” anyway because of the ad that appears on screen.
(For the chinese names) If the names of the characters do not sound the same, it is because the original sound doesn’t exist in chinese language. We cannot pronounce them, the sounds do not exist. So they (the translators) chose the most similar pronunciations to apply them EXACTLY AS IN THE ORIGINAL! The translators absolutely didn’t change they’re names, but just adapted them to the chinese pronunciation, that's all! I know it because I'm chinese so, you can trust me on it (99,9999999%)
In the Spanish dub of when Zooble gets eaten alive by the Gloink queen, they actually finish their swearing sentence. They say (roughly translated), "Hey! Kinger, you mother(HONK!)-"

As an Indonesian, in my opinion, why is it that when Zooble says a curse word and the curse word is cut short, perhaps because in Indonesia most of the curse words only have 3 words, such as be-reng-sek, bang-sat, ba-ji-ngan. Zooble says it's ba-ji-ngan and it only has 3 words to say, while what Zooble says in English is mo-ther-fu-cker and it has 4 words whereas in Indonesian it only has 3 the word so is probably why in Indonesian the cutting of curse words is fast because there are not enough to show.
On Sebian: They changed Ragethas name into a popular granny name,Rada,when I watched the amazing digital circus on Serbian I was kinda confused,and they changed Kingers name 2% he is just called King,and they changed Zoobles and Gangles name,because in Serbia all names end on A,so they just change a little bit but added an A,Zooble is Zobla and Gangle is Gaga (I don’t remember if it’s Gaga or Gangla) that’s about Serbia
My brother and I noticed a phrase German Caine uses when taking German Pomni on the tour he says a common phrase that translates to "off with the post" which roughly means "hurry up" and probably originates from the post office only being open for a short amount of time (feel free to correct me)
Filipino here. 6:36, I don't think the reason is it isn't popular. Probably because we don't have enough time to include it in the sentence. Or Caine is just speaking pure Filipino, and there is no "wacky" in Filipino so they just omitted it. To avoid audience confusion is a bit false. I (again, as a Filipino) and other Filipinos most likely watched it in English.

It would be very unlikely this show would be imported in China, for that there's a limited show import quota and it's unlikely to be used on a show that might be heavily edited or simply fail the authority. And thus the dub should be considered the "international Chinese" version, and it just happened that the dub is produced by a mainland China team. As for the name translation, it's done like that because there's a standard syllable conversation table that's commonly used in news report, which maps each foreign syllable to a specific Chinese character. And this table has some influence in literature and show translation. The reason it sounded much different is unclear though, but my guess is that this table were originally for transcribing Japanese instead, and thus it can be thought of as to read the English (or any Latin language) name in Japanese first, and then transcribing the Japanese pronunciation. Imo a better example for this is the name of Trixie in My Little Pony, which is 特里克西 (Tèlǐkèxī) in Chinese, and that sounds more like the Japanese name トリクシ (Torikushi) rather than the original English name. Mind that the result doesn't always sound like Japanese though, for example the -el sounds would usually be translated as ル (ru) in Japanese but 尔 (ěr) in Chinese, and the Chinese sound is more like English then Japanese.
