Mostly PayPal does this problem whenever I receive money or takes time. Even I tried to send it friends and family. Why does that do that?
Your comment suggests that it's charging you? It could be if you have a credit card on file. Those will charge you to send money. I suggest putting in a debit card or bank account on file and send as "friends and family" to avoid fees.

Click on “use balance” when paying for something? It’s pretty simple.

If you don't have anything in your PayPal account, you can still send to another PayPal and it will pull the money from the bank account or card on file.
My payment options won’t pull up
You can always go to the setting and add payment options there.

thanks for the video it helped alot...i do have a question...like if i buy something from someone and send the money through paypal can the person see like my personal info like home address, and phone number, or and card or account numbers if im purchasing something from someone i dont know that well. i usually do it this way because at least i have a record instead of giving someone cash but afraid of privacy issues

It wouldn't be if you're sending to friends and family. If you're paying a business, you can protect yourself by making sure to check off that it's for a good or service. That way, you can file a claim of you do get the product or service.
