For downtube rock protection i actually just use thicker slaps of 3m Helicopter tape. Here's a link to my bike check showing you what it looks like. Unfortunately, because of the softness of the mastic tape, it is not resilient to impact and scratches and will get marred and scuffed easily, ruining the aesthetics of a beautiful matte taping job. You can cover this mastic with a harder shiny tape like 3M Super 33 or 88 to protect from shearing forces.

Remember the black cloth tape for you drop bars? That's what I use. Works very well, cheap and looks good
I'm not a fan of the lumpy look, I do love that mastic tape though, think I'll throw a couple small pieces on those extra spots you mentioned 👍
It works! Also soft part of Velcro also works pretty well for some spots like cables
