Beyond that, the reason the poachers always come to his island is because multiple highly prized endangered species are kept there, since 17 is actually capable of protecting them, unlike most common folk. If any of the poachers were to make off with a good catch from under 17's nose they'd be set for life.
Although its odd that he has to always be there when, in the Manga, there are apparently 7 Cell Jrs that he's tamed to guard the place and drive away anyone who isn't a Ranger
