All councils have been incorporated in 1888. Also, all council have DUNS number. Only full profit corporation can have DUNS numbers.

Councils invest into private pension schemes (making profits for insurance companies), warfare (making profits for companies who manufacture cluster bombs etc), selling recycling for profit etc. Every area councils deal, making full profit for other corporations. We don't pay for emptying bins or cutting grass. Council have been incorporated in 1888 and part of this deal was taking responsibility for such things. Councils operate as business which means contract law applies. Government (making profits for other corporations such as big pharma, insurance companies etc) also is registered as business,therefore Acts and Statutes (corporation policies, not the law) do not apply without expressed contract. I am not obligated to do business with other businesses without an existing contract. Just last year I made a bank to refund whatever I paid for Council through Direct Debit. I based it on that council is a full profit corporation and I don't have a contract with them. Bank couldn't provide evidence what I am saying it's not true and they were forced to refund money.

Someone noticed that all council tax account numbers correlates with the international banking account number IBAN to citi bank New York. I checked this out using various peoples accounts from different parts of the country, and found it to be the case.
I put in a foi request to my council and after having to get the information commissioners office to force them to answer because they initially failed to answer, as usual.
They said "it is a coincidence that the numbers matched".
What are the odds that of all the CT account numbers in the country match citi bank account numbers?.
Some coincidence, it must be millions if not billions to one odds.
As the council act like a corporation, are they using off shore banks to avoid paying tax in Britain?.
Another thing councils do is let CT debts build up if you own your own home. Over £5000 debts can force you into bankruptcy.

When a government prints and uses its own private paper (fiat currency) it becomes a de facto private corporation and as such is subject to the laws and rules that govern private corporations. In order for a private corporation to compel an individual to carry out a specific performance it must be the holder of a contract, that contract must be presented as fact. As the council is an affiliate of the government same applies.
As for creature of statute, births are registered under the Births & Deaths Registration Act 1953, making the name registered a 'creature of statute'. Look up 'creature of reason' in Ballentine's law dictionary 😉

In blacks law dictionary, Body corporate - see corporation. I've found that my local council is 'person with significant control' of 5 corporations on Companies House. One of which, I've just submitted a FOIA request for, because it doesn't appear in any of the annual financial statements or even get a mention on their website. Where's the transparency?!
A search has been done on companies House for some of our elected and non elected officials and some have many multiple identities👍transparency🤔

That's another rabbit hole.
The DUNs number has me confused, so many people say one thing and some say another, so what is actually Duns? Do you know? Is it not a register for businesses? For profit businesses?

It's a Dun and Bradstreet number, it's basically a database that is used to show the buisiness is authentic. They have a website.
