Tuv certified means it passes some standard of blue light filter. So you can use for a long time without straining ypur eyes. Although it sounds cool, the certification is more of a gimmick than anything by the tuv rheinland company

Can we use this monitor both television as well as computer?
You can use it with a set top box(HDMI) connection. It will be ok for bachelors, but the main drawback will be speakers. These 3W speakers cannot give you an experience compared to a TV
You can also use it to find Chinese communist party by buying all Chinese products. Hehe

Hey - set your monitor at 60Hz and that should solve the problem. You can do that inside Display Settings on Windows 10
