The federation where sensei respond to wouldn't let it pass. Is a fact they committed terrorist regardless the reason also not all Trinity and Gehenna would like it. They won't forgive what they did and the squad knew that so they wanted to avoid further problems and Saori went as hard as pinned all herself to let Atsuko and the others roam with more freedom for a while. She also wanted to face judgement and be put on prison but that's where Sensei step up and didn't allow it. They are still young and Saori more than anyone need to search what to do with her life outside Arius.
