Right, because a "crime bill" would STOP a psychopath from committing a mass shooting ? how exactly ? I think what they're paying attention to is the track record of white supremacist organizations in America. With those groups, there's a tendency for a more focused approach to violently undermine the socio-economic progress of racial minorities' in the United States. And they're much more organized about it than say, Crips and Bloods pulling a drive by against Pookie down the street.
These White Supremacist Militia groups often espouse a strong desire to overthrow the US and other Western governments. That's bound to put you on the radar as priority.
Don't forget their penchant for large scale homemade explosives as seen with McVeigh and Anders Breivic in Norway. And now there's concern for US white nationalists heading over to Ukraine to a major theatre of war ---where there's State sponsored, at least in part, Far Right elements which may further help to train and radicalize some of these young extremists who will be returning home to the US at some point.

So it's basically an issue of scale. And currently there are some threats posed by radical black extremist organizations but nothing approaching anything near the scale of what Law Enforcement is observing on the White Supremacist/Nationalist side of things.
