Have you ever been to the Buffalo Erie County Central Library? People like him are a dime a dozen. The guards there just shrug their shoulders and don't think twice about it. I swear there are outbursts from patrons every half hour of death threats to guards, employees, and police officers. Some even claim they do it for a living.
For a city of its size, Bujffalo has too much crime. This isn't New York City; this is a city within a county that barely has a population of a million people all together.
