IKEA also has a cutting board that fits on top of the cart and you can place that on top and still have the bin space for small items like scissors, rotary cutter, pin cushion etc.

Hi. Did you know the Ikea Hogsma chopping board (£10 in UK) fits the top basket perfectly. Covered it makes a great ironing surface although I have an exiting home made board I place on top of the chopping board. You can still do all the things you suggest with the top but have the added bonus of still being able to use the top basket which is the right way up under the board. I now have one set up for ironing and another as a small cutting surface.
I have a similar cart that I use for my tank type Rowenta iron. The iron is big, but fits in the top part at an angle. Then underneath I can store my pressing sprays and distilled water. It makes it easy to have the iron close but not in the way of my pressing station or ironing board and everything is right there with it.
Is the wire on each basket bottom strong enough to support the weight of a serger for an extended time? Is there risk of a machine vibrating off them too? Another tip is to cover the top with some tin foil to prevent steam damage. Cover the foil with Insul-Bright, batting, ironing board utility fabric or cotton and your ironing surface is always ready. Plus a machine set on top may be a little quieter! Last tip, I'm guessing the raskog is metal. Hang some magnetic hooks on the outside for rulers, scissors and other accessories! The metal is quite sturdy but I think it would depend on the weight of the serger. As for using it on the cart, it might vibrate too much but perhaps putting some shelf liner or similar fabric (?) underneath would minimize this.I do have plastic containers that I hang off one of my Raskog carts to hold items.
Good idea but as previous comments have pointed out Ikea has already thought of that and made Hogsma chopping boards to fit perfectly. Just like to add....make sure that you get the right size for your cart. I ended up getting the smaller ones by mistake which only fit the Rashult trolleys. Both sizes have same name and those were only ones on display. Its a huge store and if you have a long list to buy, trying to social distance and keep cool under your mask....and you're with a grumpy man who hates shopping. ...well you end up rushing. I didnt realise and opened them so i can't return them. Needless to say....Ive since discovered the joys of the Ikea home delivery service and intend to use Click and Collect on my next visit. I have 4 Raskog trolleys and love them...especially as 2 are in that much sought after turquoise colour that all crafters seem to like. I am also pleased to report that said grumpy man has since painted his spare room to set up a craft room for me at his place whilst I declutter my small flat. Just shopping he hates lol
I think I would prefer to have a wooden drop in lid made, with a routed section around under the top (or both sides, so it's flippable) to keep it in place, and finger holes to lift it out. Maybe with an ironing top, or a cutting mat fitted, or one of each on either side. Having small items, like thread and bobbins etc handy wouldn't hurt any, and the space would still be usable. I find I need to sit closer than your extra bins would allow, so they'd end up on either end, then they could possibly go on the top level. Please thank your student for her ideas.

I bought a similar cart from Container Store. I purchased an optional lid that fits the top. I have the work surface but didn’t sacrifice storage.

There’s a very similar item at Michaels Craft stores. Lexington 3-tier rolling cart. They also have the optional lid.
I recently bought my first Raskog. With a TOP, Högsma Snijplank of Råskog Deksel 16-1/2"×11" Bamboe of Strijkblad. Wil from Amsterdam.
