A nice way to round of the edges or "comfort fit" the ring would be to create two flat planes on either side of the ring, then use those to boolean split away the sides a few mm in. Once that is done you should be able to filletedge without problems!

yes, you can use MeshToNURBS command. but I am not sure if it is easier to work if the are a lot of faces. plus it will slow down your computer A LOT.

I am not sure. but you can email Rhino help, they may able to remote check it for you.

Can you convert this to a softer edge or hammered look?
you can try ApplyEdgeSoftening command for softer edge
