The city council changed laws on crimes so that there is less reporting . Go by the ferry terminal in Staten Island, and parts of East New York in Brooklyn.
I used to take the Long Island Railroad from Suffolk Co through Queens and ended up under Madison Square Garden. I was there for a year just before 9/11.

My son & daughter in law were living in a 1 bedroom on the East river off Queens Blvd. $ 2,800 a month. Now they bought a house……you are spot on.
