actually i am a little fuzzy about this but canonically i think jill met the nemesis a little while before claire or leon met mr X and later Berkin, so i think its the other way around
It's weird to say, but the fact that you keep fighting William over and over throughout the game really makes it feel like a rivalry between you and G. Every time you meet him, he's grown stronger than ever, but so have you.
It also feels like a vindication of Birkin's belief that his G-Virus was superior to Umbrella's T-Virus. The T-Virus made Mr. X, whom Birkin practically tears in half with one good swipe, and alternately gets put down by an RPG to the face. The G-Virus, by contrast, allows Birkin to shrug off far greater damage, again and again, and come back stronger each time.
Fun Fact: _In Leon's G1 Bossfight, before the cutscene where the boss appears, you'll see G's shadow running above (You'll hear him too)_ _In Claire's G1 Bossfight, you'll see Sherry's shadow instead (you'll her hear too)_
I’ve always imagined that G1 Birkin still had at least some semblance of humanity left and was constantly fighting with G for control over his body, but was officially brain-dead after reaching his second form, G effectively sniffing him out and taking over completely. Not to mention, the last thing he ever did before becoming G2? Killed the Tyrant that was threatening Sherry. Birkin may have been a horrible person guilty of crimes against humanity, but I like to think that was him actively trying to protect his daughter before finally succumbing to G.

Also, think of the pain of feeling your bones twist and rip through your flesh, as well as your flesh grow and squeeze your vital organs inside. That also reminds me, think of all the feelings of your inside, as you feel it grow and rip and twist and protrude out of your body. Wonder how many heartbeats he was feeling, and how many lungs that were erratically breathing in and out independently from one another. I’d definitely be suffering, but that’s my opinion.
