Rays Run Out of Mound Visits & Forced to Change Pitchers, But Only After an Umpires' Rules Review

  • Umpires forced Tampa Bay to switch pitchers when pitching coach Kyle Snyder tried making a mound visit despite the Rays exhausting the four-visit limit.     It turns out the rulebook conflicts with a press release MLB put out regarding mound visit limits for the 2024 season. In that press release, MLB wrote that teams will be afforded an extra visit in the 9th inning if that team is out of visits.
    But in the rulebook, it turns out that provision only applies to a very specific circumstance of a catcher and pitcher being crossed up in signs or other pitching related communication issues.
    It also turns out that by rule Snyder could have been ejected for making a mound visit (or at least crossing the foul line) and requiring removal of his pitcher without someone else warming in the bullpen. Erasmo Ramírez started warming up after Snyder's failed visit, but before Replay Review returned with its rules check order to remove the pitcher, so technically speaking, there was a pitcher warming up in the bullpen when the formal order to change pitchers was given, meaning Snyder was not ejected.
    Classic baseball.

    I’m reminded of the time Don Mattingly was charged for a second mound visit after taking a few steps away from the mound and then returning. Was forced to take out the closer and bring in a pitcher who didn’t get any warm up pitches in the bullpen.

    I do NOT understand how MLB could make a modification to the mound visit rule…and then NOT codify it in the rulebook! WTF, Rob Manfred? Kudos to the umpires for getting this right once again! And double kudos to Cash for acknowledging he made the mistake and the umpires handled it correctly.

      Writing rules is hard. This is why we frequently say "Local Rules Are Made By Fools"....but dammit MLB, how hard is it to employ a team of editors to collaborate with an umpire representative to ensure that new Official Rules are self-consistent?

    The extra only applying to catcher's is totally reasonable; if they actually made that clear. I found the originally understood rule change idiotic since it would have barely been a change at all.

    Unreal, but so classic MLB as you say Lindsay. Curious to hear thoughts on another potential loophole I have wondered about with the three batter minimum rule. What would stop a team in a critical game from simply having a relief pitcher get ejected after facing one or two batters to get around the three batter minimum?

      The 3 batter minimum isnt actually a minimum. You can throw in relief to just one batter, if you finish the half inning. Then your club can replace you at the start if the next inning. If you come back in next inning, you have to face 2 more batters.
      As far as what can be done to prevent a team from just having their pitcher get ejected to dodge the 3-batter rule: nothing. Pitchers arent immune from ejection until they've thrown to 3 guys.

    Pretty sure the statement cited was supposed to say that teams get an extra mound visit AFTER the 9th inning, because that's precisely what they explain in depth in the actual rule. It seems like whatever the source is for that statement simply misunderstood what they were told and got it wrong when they printed it. Because there doesn't seem to be any dispute by anyone over what the rule actually is or what they understood it to be.

    What would happen if a team had used up all its mound visits and went to the mound, but the pitcher had not yet faced the htree batter minimum? Which rule would take precedence?

      The rulebook under 5.10(m)(4) notes that the pitcher would still have to face a minimum three batters (or end of the inning, whichever comes first.) and then would be removed.

    This is just odd. I wonder if the “extra visit” part was actually enacted, or if perhaps the press release contained a provision that didn’t survive the final revision of the rule. It doesn’t make that much sense to go from 5 to 4 to shorten downtime but allow a 5th if you use all 4. Of course MLB is responsible for ensuring the accuracy of its press releases and is fully to blame for this confusion, but I’d be curious to find out how a very definite provision in a MLB press release is wholly absent from the revised rule.

    Cora wanted them to switch pitchers so the new pitcher wouldn’t have time to warm up. But doesn’t the last sentence of that section in the rule allow the pitcher time to warm up if they are forced to make the change?

      Definitely the NBA with their joke of a playoff system. 82-game regular season just to have 20 out of 30 teams make it and play up to 30 more games? Regular season is nearly meaningless at this point.

      fewer mound visits means the game is BETTER not worse. Shorter time for nine innings is better baseball.

      MLB games were getting longer and longer. Why? No definitive answer. Mgrs trying to break momentum? Pitchers taking a looong time to reset for each pitch? Batters intentionally interrupting the pitchers flow/rhythm? Way too many throws to 1st base to hold a runner that's not stealing?
      We all want entertaining games but 4 hours for a game is ridiculous.
      Love to go watch high school game where they play "speed" ball. Hustling on and off.
      Part of the blame goes to the tv time dedicated to commercials. MLB could reduce that time but they like the ad $$$ too much.
      But if soccer can put games on TV with no commercials during a half, you'd think MLB could come up with something similar.
