The US wouldn't respond to a North Korean nuclear attack with ICBM's. It would be with bombers or submarine launched cruise missiles. No overflight of Russia required. Also, the US interceptor missiles are not meant for Russian ICBM's, they are meant for the limited stockpile of North Korean and Iranian missiles.
