Rose didn't notice that Queen Victoria looked exactly like Dame Judy Dench either, and Clara failed to notice that Ashildr/Lady Me looked just like Arya Stark. You just have to roll with it. Doctor Who occasionally tries to justify it, like when they noted that Gwen Cooper was a descendant of Gwyneth from _The Unquiet Dead,_ or mentioned that Martha (played by Freema Agyeman had a cousin killed in _Doomsday_ (also played by Freema Agyeman). But there's hundreds of them and mostly they don't bother.

@irrevenant8724 I don't think dame Judy Dench did play queen Victoria I think it was a different actress
