I guess it is now a trend for new characters - Vincent also didn't have sigil slots on starting weapons, only on ones that come from banners - White dog, Hugin & Munin and Crow Family. Cheeky way to make banners more appealing.
The other note about his guild wep in comparison to clouds. Clouds 1600% is a 5-atb cost while the shovel is 4-atb. so even if you get 1.5x, 2x mark then its probably on par or better for the cost.
I wish I could try to get his water weapon but the anniversary banners took a lot of my gems and lucky I was able to get cloud tifa and Aerith costume.
I really love the new angeal tbh, fun kit he has which makes him stand out. Only problem so far is his lack of sigil break (like yuffie), which makes him problematic in some fights. But overall I like him a lot and gonna invest in him in the future for sure. I already have more than enough water character so I'm skipping his banner though

The Devs said this was a mistake on their part and they will give more noble memories to those who cleared it. No idea when though,

Dang if i wasn't low on blue crystals i would pull for his limited weapon. He has a good overall kit as well.
I wasn't planning on building Angeal but his kit is looking too good to pass up.
Can't justify another phys water acranum banner when I already have Seph and Glenn... and not to mention I'm sitting on only 30k crystals anyway.
IMHO - Shina Greatsword is the best looking one. That or Gargantuan.
